Probably Stolen Access Keycards: Types, Crates & Desequencer

Quick answer

Disposable keycards are single-use contraband that open locked supply crates and lockers of their department. Command (125 Credits) opens most locks. Blank keycards (15) can be written with any access in a Cryptographic Desequencer using the matching chip. Four matching cards can also be traded for a crate at the Underground Exchange.
