Probably Stolen The Butcher: Report, Revenge & Hunt Service
The Butcher sells stolen meat every 7 days. Reporting him pays 450, +5 Security and +6 Lower Levels, but 6 days later your shop is vandalised and a Meat Cleaver threat starts a hunt: carry a firearm or PulseGuard Stun Gun at night until you pay Sawyer’s 500-Credit Hunt the Butcher service.

The developer confirmed the Butcher scene has nothing to do with Eleanor; his later belongings come from another person in the abandoned levels.
